I don't have proof of ownership documents in my name and I do not know the previous owner. Can I submit a transfer of ownership request?

Unfortunately, if you do not have adequate proof of ownership documents in your name and you do not know or no longer have contact with the previous owner you cannot request a transfer.  

The burden to prove ownership is not the responsibility of PetLink.
